European Union: Enhancing CSOs and LAs Contributions to Good Governance and Sustainable Development

The European Union (EU) is currently accepting proposals from eligible organizations for a programme entitled “Civil Society Organisations and Local Authorities” with an aim to enhance Civil Society Organisations and Local Authorities’ contributions to good governance and sustainable development processes at the local level.

The programme is divided into two lots:

  • Lot 1: To reinforce good governance, accountability and inclusive policy making by strengthening CSOs at the local and regional level.
  • Lot 2: To enhance capacities of Local Authorities (LAs) and National Association of Local Authorities (NALA) for conducting inclusive policy-making ensuring that people living in the territory overseen by LAs participate in local public affairs and receive adequate services.

Size of Grants

Any grant requested under this call for proposals mustfall between the following minimum and maximum amounts:

  • Lot 1
    • Minimum amount: EUR 300 000
    • Maximum amount: EUR 600 000
  • Lot 2
    • Minimum amount: EUR 300 000
    • Maximum amount: EUR 750 000

Eligibility Criteria

  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person
    • be non-profit-making
  • For Lot 1
    • be a specific type of organisation such as: Civil Society Organisation
    • be established in Georgia and/or a Member State of the European Union and/or, the EEA and/or beneficiary countries of the ENI and/or IPA regulations
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
    • have at least two years of experience working in Georgia or in ENI or in IPA countries at the time of submission of the application.
  • For Lot 2
    • be Local Authority or Associations of Local Authorities from Georgia or from a Member State of the European Union as defined in Annex II.B of the Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for development cooperation for the period 2014-2020 and be constituted in accordance with the Legislation in force in the country concerned,
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Potential applicants may not participate in calls for proposals or be awarded grants ifthey are in any of the situations
  • The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies)are not in any of these situations.

How to Apply

  • The application procedure consists of two phases:
    • Concept notes
    • Full applications
  • In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
